Mor Harchol-Balter is the Bruce J. Nelson Professor of Computer Science at Carnegie Mellon University. She received her Ph.D. from U.C. Berkeley in 1996, joined CMU in 1999, and served as the Head of the PhD program from 2008-2011. She is the SIG Chair for ACM SIGMETRICS as well as a Fellow of both ACM and IEEE. She has received several teaching awards, including the Herbert A. Simon Award and Spira Teaching Award. Mor’s work focuses on designing new resource allocation policies, including load balancing policies, power management policies, and scheduling policies, for distributed systems. Mor is heavily involved in the SIGMETRICS / PERFORMANCE / INFORMS research community where her papers have received many awards (ValueTools 24, INFORMS George Nicholson Prize 22, SIGMETRICS 21, SIGMETRICS 19, PERFORMANCE 18, INFORMS APS 18, EUROSYS 16, MASCOTS 16, MICRO 10, SIGMETRICS 03, ITC 03, SIGMETRICS 96). She is the author of two popular textbooks, both published by Cambridge University Press: Performance Analysis and Design of Computer Systems (2013) and Introduction to Probability for Computing (2024).

Tuan Phung-Duc is a Professor at Institute of Systems and Information Engineering, University of Tsukuba. He received a Ph.D. in Informatics from Kyoto University in 2011. He is servicing as Co-Editor-in-Chief of Queueing Models and Service Management and Associate Editor of International Transactions in Operational Research. He served as Guest Editor of four special issues of Annals of Operations Research. He was the Chairman of the 10th International Workshop on Retrial Queues (WRQ'2014) and the TPC co-chair of the 23rd International Conference on Analytical, and Stochastic Modelling Techniques and Applications (ASMTA'16), TPC co-chair of The 13th and 14th International Conference on Queueing Theory and Network Applications (QTNA2018, QTNA2019), General co-chair of EAI VALUETOOLS 2020 - 13th EAI International Conference on Performance Evaluation Methodologies and Tools, General chair of ASMTA/EPEW: The 26th International Conference on Analytical and Stochastic Modelling Techniques and Applications / 17th European Performance Engineering Workshop, TPC co-Chair of 19th EAI International Conference on Performance Evaluation Methodologies and Tools (Valuetools2026), TPC co-Chair of EPEW 2027. Dr. Phung-Duc is an Elected Member of IFIP WG 7.3 (Working Group on Computer System Modeling). He received the Research Encourage Award from The Operations Research Society of Japan in 2013 and several Best Paper Awards in International Conferences. In 2023~2025, he was selected as a top 2% researcher in the world (by Stanford University based on Scopus). His research interests include Applied Probability and Stochastic Modelling of Computer and Service Systems.

17:00-18:30 Keynote: Rostislav Razumchik. Some new simple heuristics for load balancing with routing and information delays (online)

Rostislav Razumchik is the acting deputy director for scientific research at Federal Research Center «Computer Science and Control» of the Russian Academy of Sciences. Graduated from the Peoples’ Friendship University (RUDN University), held early research positions at the Central Research Institute for Telecommunications from 2006-2011. Received his Ph.D. in 2011, joined the same year the Institute of Informatics Problems of the Russian Academy of Sciences and served as the research fellow from 2011-2022. Winner of the ERUDITE 2017 (Scholar in Residence Programme), he participated in various European Cooperation in Science and Technology Actions (2015-2020). His research interests are in queueing theory and simulation, and its applications for performance evaluation of stochastic systems.
